just as a matter of interest
if you teach a pokemon the TM of a move that it would learn anyway (e.g. teaching a milotic Water Pulse before lv.20) then the move is weaker than if the pokemon learns the move by levelling up, right ?
so my question is if you go to the move tutor in fallarbor and get him to reteach a pokemon an old move, would it be weaker like the TM or would it have the same strength as the levelled up move ?

one word no it will be the same both way it also depend on the pokemon stat and type, but it better to teach the pokemon move that they learn by level up so you can use the tm on another pokemon

The power would be the same, but the damage depends on the Pokemon's Atk/Sp. Atk.

no it wont be weaker .its just that if you teach it to the pokemon before it learned it the stats will be weaker,but after level up the pokemon gets stronger thats why the attack seems more powerful through level up.
