No. It has a base power of 40 so it does that damage. But when the opposing pokemon comes to having low HP, the attack will never KO it, but leave it with 1HP.

It's a normal attack that attacks just like any other.
The only difference is that once the attack gets to the point where it'll KO the pokemon, instead it leaves it with 1 HP and while the pokemon has 1 HP if you try and use it again it fails.

False Swipe will weaken the pokemon, but it will always leave it with one hp, you cant kill it.
