speed Deoxys LOL. But! Are we going by Game or Anime standards?
Anime Wise, Speed Deoxys may be up there, but we also have the Dogs (Espeicaly Game Wise) Who speed across the land at a moments notice (Ledgnd of Thunder, the Entie episode in late Jhoto, the few episodes including Suicune, Movie 4) However, In one opening theame , we see Speed Deoxys along Thunder Freezer and Fire, and hes not much faster than them. Rayquaza is veary likly faster than S. Deoxys anime wise. Game wise, Ask someone who knows more about the games

Speed Deoxys (1st place) with 180 Base Speed just beats Ninjask (2nd place) with 160 Base Speed so I guess its SpeedDeo

Oh yeah, Ninjask too. Increcdible speed, and to make it faster, Speed Boost, a rare ability. I don't use Ninjask however though.
