Bruno! He was tough and manly and was a cool guy unlike Will. Koga would be my second choice for the fact that his team was hard to beat.

Shiba (Bruno) gets props for being the only member of Jouto's Four Heavenly Kings who was in the original Kanto incarnation, but his lack of any dynamic character traits has always been his weakness from my own point of view.

Bruno is cool. I like type specialists who stand out from there type. And he's a lot more serious and dedicated than the other fighting types trainers They others seem a bit too genki and overexcited or too relaxed and unconcerned with winning. Bruno seems like a real warrior so he was a much more intimidating battle.

Plus Bruno's appearances in both the anime and Adventures manga were great. The anime made him really funny but also gave him a really cool fight at the end against the giant onix. Showing for the first time that the elite 4 were on a whole 'nother level compared to gym leaders. Meanwhile the Adventures Manga made him out to be an honourable battler with a kind heart. Especially in his rivalry with Red and his determination to give him a fair battle. His use of nunchucks to accelerate his pokemon and treaching his hitmonlee to use his arms well made him seem like more than just a musclehead too. He was pretty smart, even Blue had to plan carefully to outsmart him and she was probably the craftiest characters in the manga.

He was definitely intimidating as far as his physique goes, although the fact that he had an Iwark (Onix) on his G/S/C team always bothered me since there were several Fighting-types that he could've had instead of that.

Will was boring. Having the lamest elite four member from the previous gen and a former Kanto gym leader (and not even a good one one who was stupid enough to self destruct his final Pokemon in the gen 1 games) seemed uninspired. Karen had a pretty diverse team and even NOW her words need to be listened by Pokemon fans who care about IVS and typing advantages and EVS and stats than rather they actually like the Pokemon or not.
