Silver, hands down. Not only is he as cool as Blue/Green, he has the most interesting backstory as well, not seem commonly for any Pokemon character.

He is mysterious, yet has an interesting background.
He is evil at start, yet becomes good later in the game.
He is the only person who stole his first (and probably also his other) pokemon.
He is probably the son of Giovanni. The only possible way to become better then that is to be the son of Nascour.

Blue's the hardest rival to beat, but Silver's a much better character. May/Brendan are whimps, who even admit that they're not good at battles in Emerald.

And he's ready for a battle every Tuesday and Thursday. That's very nice of him.

Unlike Brendan/May, he gave everyone as much derision as he could muster.
Unlike Wally, he wasn't full of noble ambition.
Silver is the shining exemplar of what an antagonist ought to be: rude, defiant, treacherous, and vile. He didn't take anything lightly; he pursued everyone down to the very end, he was full of ill-guided motive, and he always put himself before anybody else, even his Pokemon. My sincere kudos to Silver for being as big of a jerk as he could possibly be.

I'll have to agree with my comrades and say Silver. I liked the way he was mean to everyone and didn't care about him being called evil. Plus, he's *not*arguably the son of the big bad Giovanni. 
I also loved his final Team.
I also liked Gary. The only Rival that could be classified as your equal (Or even your superior.) in both skills and achievements. The ONLY Champion so far that can be a challenge...
I kinda like Wally and Brendan/May, but they pale in comparision... =/

I should also mention that Silver is the only character with any level of character development in any Pokemon game apart from Wally, who is a wimp.
No I am not merely talking about the "I realise I much love my Pokemon" bit.

I always liked the May/Brendan rivals. =3 They were always so much more kind to me when I battled them...XD; Unlike the dude with the red hair, he was so proud and stuck-up, he always said that it was some fluke whenever you beat him in a battle. XD
