Well, just because the ''experts'' on Smogon say it's the best moveset doesn't neccesarily mean that it works the best for everyone's team. If everyone used exactly the same set for every Pokemon, it would become really boring, and EVER so predictable! But I would have to say that because Feraligatr's Attack is its best stat, you may want to go with a set that revolves around that. Counter could also be a good move, as it has relatively good Defense and HP stats.

Smogon offers a variety of movesets for one pokemon so its not "EVER so predictable".

This is a close worthy topic :D
