1: No, you can't use Smokescreen, it will always fail. To make your partner not atack, go to its IQ, then select Exclusive Move-User. Then go its moves, and deselect all its moves. Thus it won't attack at all.
2. HM Dive is found in Solar Cave on Floor 10. Its behind a locked door and its surrounded by water.
3. I tried it once, and got 4 Poké
4. I only know these TMs that can be found in Far-off Sea:
TM Wide Slash is found on Floor 50 (Locked Door).
TM Vacuum-Cut is found on Floor 72 (Locked Door).
