i use quiet swampert because i use him for special ingame

in battle frontier i use cursepert

while HP Ground may be OK, EQ is much much better. and since i understand not wanting to use your TMs (i'm the same way), i'd just like to point out that you don't need to use one. Pert learns EQ at level 52 naturally, and that's a reasonable enough level to hit before the E4.

Raichu is good with Brick Break (FOR INGAME) on the last slot. I'm not a fan of Focus Punch ingame... but if it has a Timid Nature.... Substitute can work... even... Light Screen for INGAME!! >_>; I dunno. I'd re-breed. :X

Bulk Up isn't that great either.

If you didn't notice already, Tazzler posted that Swampert can learn Earthquake naturally, which is true. You'd have to train to level 52, which can't be that far since you're at the E4.

Also, I really think I've been just about as present as Fighting_master in this section. (Not that it matters though)

My Raichu has Sweet kiss instead of Thunderwave, and as everyone before me has said: yes, Swampert does naturally learn Earthquake, which is good because he's part ground and the STAB of EQ (If I do the calculation right) will bring it to 150 attack power.
