West of cerulean, before the bike path. Use cut on the bush and go through the path to a house.

Actually, it's west of Celadon. Right before you get to the building for Cycling Road, go up and cut the bush. Next, go into the building up there and go out the other side. Finally, go into the house there and talk to the girl inside.
