hey what the hell, i think i foudn a glitch, when ur on the islands 1,2,3 what the hell, my lil bro didnt get the HM strength and he is stuck, bill has fixed the PC and all but he cant get back to cinabar island can u help me out. U know mount ember, u need strength to go through right?

You don't need to visit Mt Ember to get back...that is optional in your 1st visit to get Moltres and only necessary when you visit after the Elite Four to start the PC trade expansion(to trade with Hoenn).
As far as I can remember you need to save 3 Island from the bikers, the girl from Hypno and fix the PC and you are returned to Cinabar.

As for the supposed "glitch", just do the following actions Bulbatordile posted: Save 3 Island from bikers, save the lass from Hypno, fix PC, yadda, yadda yadda. :/
