I think it's because they dont have enough people to administer some new areas and stuff.

As said above by my compadre Charyos, we're just a bit over-stacked at the moment. The reason it's not that active is because the mods don't have the man-power to keep updates constantly churning out, making it fall behind in activity. Thus, getting new members at this time would likely create problems. =P
