It's an excellent Free Host that offers pretty much everything in one ad-free package. If you don't know HTML you can probably use one of their one click installs to make whatever you need.

Now here's one I didn't see listed. Here's a free FLASH host: http://www.moonfruit.com. This place is good if you want to create a small good looking website but you don't want to take the time to learn HTML. It has a simple point and click interface that gets the job done.

If you're making your own graphics by hand you might want to consider making them Vectors so they scale easily depending on what you want to do with them. Again there are plenty of tutorials to get you aquainted with this Editor.
