In FR/LG on two island the is a old lady that will teach you the three moves frenzy plant, blast burn and hydro cannon.

what are the pokemon that can use those attacks?

and can you get the attacks from her more than once?

She'll only teach the attacks to Blastoise, Venusaur or Charizard. They can be any kind, not neccesarily your actual Starter. The Pokémon has to be 100% happy.

She can teach all 3 Attacks, but ONLY ONCE each. If you have a Venusaur, Charizard and Blastoise with 100% happiness, take them and she'll teach them their respective attacks. You can't teach those attacks to any other Venusaur/Charizard/Blastoise afterwards. And no other Pokémon can be taught those attacks either.

By the way, you might like to know that Frenzy Plant, Blast Burn, and Hydro Cannon are all of the same effect as Hyper Beam. If you dislike Hyper Beam, avoid these elemental Hyper Beams. Personally I don't like them.

18. Q: How do I get the woman on Two Island to teach my starter a special move?
A: First, you need a Venusaur, Charizard, or Blastoise (it does NOT have to be the Pokemon you started with). Next, this starter must be at MAX happiness, or she will not teach it the move. Finally, put it in the first slot of your party and talk to the woman. She will teach Venusaur Frenzy Plant, Charizard Blast Burn, and Blastoise Hydro Cannon. You can teach each starter this move ONCE, per game (so you can have the woman teach a Venusaur, Charizard, AND Blastoise their special moves, not just one).
