make it faint, give it bitter powder, or trade it then trade it back.

That's not a great plan, because when you walk around with your Pokemon, level them up, etc, their happiness will rise, but basically, the few things that will lower a Pokemon's happiness are letting it faint and giving it bitter healing items (Revival Herb, Energy Root, etc). Trading your Pokemon will "reset" its happiness to neutral.

thanks i thought it would hate me from just withdrawing from the PC

Both return & frustration have maximum power of 102 so it seems not worth it to make it unhappy but rather to use the vitamins and berries needed for return.

A wild bagon freshly caught has a low happiness which is probably enough to get the TM21 item. I believe it is also available as a loose item in Fr/Lg in the Team Rocket game center basement.

it isn´t 104?
just catch one pokemon take it from the box in the city that you get this TM then show to the oldman I did this with one machop.

It's 102.
Just make it faint or feed it bitter items.

The better alternative is to train it (and it starts liking you too) and then give it return. However, if you can't go without Frustration...

8 steps of Pokemon Abuse

1) Trade your Pokemon away and then back again.
2) Get into a battle with an Oddish and get it poisoned.
3) Walk around until it faints.
4) Revive with Revival herb (very, very bitter)
5) Go into a high-level Pokemom area like Sky Pillar (R/S)
6) Make it faint again and again, reviving it with the herb each time
7) Repeat step 6 as long as necessary.
8) Teach it Frustration

just one thing that gave me a doubt:
pokemon with gentle, calm, careful, quiet natures will like those bitter items (well, they like bitter pokeblocks)

but probably not true.

Nah, doesn't matter what the Nature is, the bitter healing items make all Pokemon upset.

Since this has been answered, and the OP has already stated he just wants to be able obtain the Frustration TM (so we don't have to have a discussion on the benefits of Return)...
