Dub Team Rocket. All their sexual innuendos always puts a smile on my face. 
Seriously though, Sonansu and Koduck (and sometimes Rocket-Dan XD) always make me laugh for some reason, poping out of their Monster Balls (not including Rocket-Dan XD) and doing their usual comedy relief and such. ._.;

Well, Roketto Dan is in every episode, so unless you find them not at all amusing, they kinda have to be mentioned... Regardless, I think Harley is the funniest character. Biased? Perhaps. But sometimes he's unintentionally funny, like when he's kissing up to Haruka. And then there are episodes like the Modama contest... Pure gold. <3

Aside from May and her funny quirks, anime expressions, and overall happy-go-lucky naive personality that's always amusing to watch, I'd have to say Harley.
Every time he prances on screen a smile appears on my face. There's just something about Harley that's hilarious. He can be just standing there and not even saying anything, and he's STILL funny. Of course, his dialouge is pure wit and the best dialouge of any character on this series, his mannerisms take the cake also.
I don't think it's possible to create as amusing a character as Harley.

Dr Quakapocker (fromt the Orange Islands)
Team Rocket (mostly James)
Professor Westwood (oh please forgive me, Prof W the first, Prof W the second, Prof W the third, Prof W the fourth and Prof W the fifth. Oh wait, I forgot, that one's me!)

I find that some of the random characters-of-the-day are funny. Just from their tales that try to be pathetic, but fails. Their attempts to be good. Their reliance on Ash and the gang to make them better. ^^
Team Rocket is also good for a laugh. Every member of the team brings something to the table for humor. Even the 'Boss,' in Meowth's fantasies.
