Voting is once per 30 seconds.

Plus: +1
Minus: -1
Super+: +5
Super-: -5
Hyper+: +10
Hyper-: -10

A Plus (minus) is activated the turn it is declared. A Super Plus (minus) is activated after two turns. A Hyper Plus (minus) is activated after three turns.

The method is in it's beta stage, as you all will test it. As flaws are revealed, I will immediately revise them and put the revised method into action immediately.

Idk...the point is to ALLOW equity in distribution of points...most people just want the instant benefit and find it more efficient to x0 Heal/Hurt.
