Thunder will take of about 60% of Kyogre's health on the switch and it has a 30% chance of paralyzing it, thus, giving the Kyogre a 25% chance of missing it's next turn and reducing it's speed stat by 50%. The Groudon has about 10% chace of 1HKOing the Kyogre with a CHThunder and if the Groudon is faster, then you will have no problem beating a switched in Kyogre with Thunder.

So, Kyogre will most likely win, but there are a few ways on beating a Kyogre with groudon and groudon is better overall.

Again, as Ethereal said, Groudon needs to be set up. Plus, no-one uses Solar Beam or Thunder on Groudon. And 2 EQs leaves Groudon at risk of being hit by Surf.
 
I lol at how people complain about setting up Groudon when Kyogre needs it as well. FYI, Groudon has decent enough Special Defense to survive an Ice Beam. Yeah, a CMBeam would kill Groudon, but that's just blatant hypocrisy, because Groudon kills with a Swords Dance anyhow.

If you need further insight on this, look to Smogon's page on Groudon. It's just superior to Kyogre in every way =/

There seriously is no question here. Groudon beats it. End of discussion.

X_X I just tried calculating this with a damage calculator., with both of them, max stats and level 100. According to the calculator:

Groudon's Earthquake after SD should do 310-364 damage. This means Kyogre has a chance of surviving, but since Kyogre's defence is rarely maxed and Groudon's attack is always maxed, it'll probably do a little more, so Kyogre will be KO'ed.

Kyogre's Ice Beam should do 198-215 damage, so 2 Ice Beams would do 396-430 damage, enough to KO Groudon.

So, BOTH can KO eachother in 2 turns, so it really depends on who's fastest. Also, just for fun, I calculated how much damage Kyogre's Surf would do if it was raining :p

445-484 damage.

So, basically:

In rain: Kyogre will probably win
In sun and other weather: Whoever's faster will win.

Of course, that is using their standard movesets, and it's most likely that those moves will be used. Also, this isn't 100% accurate, but it gives us an idea of what will happen. Both Kyogre and Groudon SHOULD be able to KO eachother in 2-3 turns.

lol, I forgot that option...the most obvious and commonly used one too.

Anyways, Kyogre would probably beat a Groudon but Groudon is way better for everyday siuations.

I was merely arguing why it's better. Better in battle in the games anyway so shut up thanks!

Don't forget Kyogre wins mainly due to type advantage...

If Kyogre had no Water or Ice moves, Groudon would probably win.
