If you make one with Game Maker then no it's not illegal.

I've made levels for a certain video game and it's not illegal.

So I'm guessing it's not illegal.

I believe they'd be able to use that against you.

Though it's still illegal, if you use it for yourself it shouldn't be a problem.

So how exactly does this program work exactly? Like, what kind of games can i make with it? Does it create 3-D images or 2-D images. Sorry that im asking these questions but im quite curious.

^^I'm assuming it probably creates mostly 2-D images. I'm not certain, and i'd like to know too.

Whoops I was about to go into serious mode and post links to the rules thread cause a certain maker isn't allowed but I noticed that it was game maker ... so where do you get it from ?

Yup I beleive that you can use copyrighted material for your own use as long as you don't mass produce and give it out in shops (for free). You could give your freinds a copy though.
