I found Phoebe talking to a ghost at Mt Pyre. It seems as though she was talking to her Grandma who is, now, dead because she is not at the top of Mt Pyre where she used to be.

He shows up at the Contest Halls because Chaz asked him to help beef himself up and become stronger.
So by the looks of things all the Gym Leaders appear out of their Gyms.
Steven is already involved in the story and Elite Four Phoebe has been said to be seen atop Mt.Pyre.
So that only leaves, Elite Four members Sidney, Glacia and Drake?
Has anyone looked around Meteor Falls and the Shoal Cave? I can imagine the two appearing in said locations?

Drake can be found in S.S. Tidal and Sidney can be found in the Battle Maison when you first arrive.
So her grandmother was the old lady at Mt. Pyre's summit? Is the old man (who I assume is Phoebe's grandfather) still there?
Perhaps Glacia can be found at Kyurem's spot given that she's an Ice-type specialist?

I'll have to check it out. Phoebe is probably my favorite Hoenn character, or close to it. They just made me love her harder with her room and opening this time.

I've been to Winona's and Drake's places since beating the game, but I haven't seen them. The only ones I've seen are Wattson, Flannery, Norman, Tate and Liza, Wallace, and Sidney.

Glacia has to be somewhere...I mean everyone else is. It's just that the obvious places to look haven't had her. We don't really know much about Glacia so we don't have much to go off of.

I tried shoal cave first, the onyl place she could be, wasn't there, I tried every town the hot springs, the safari zone, whats left, routes?

I certainly hope she won't be getting Grimsley treatment from Unova Elite Four, where all other members of it appear somewhere around the region except him.

I hope not either. It'd be odd, and Glacia is too awesome for that (so was Grimsley, for that matter).
I'd be mad if Glacia was snubbed out of an appearance around Hoenn. Knowing what GF did with re-battling Wally in the post-game though, I wouldn't be surprised if they made finding Glacia convoluted and tedious.
