Just an idea. I don't know why they have genders but that sounded like fun.

Latios and Latias had genders too. And still they can't breed. So Cresselia and Heatran won't either.

So that Attract works on them.
Still I think it is strange that Legendaries can't breed, In-Game of course it is to make sure that you only get one copy of the pokemon, but it is still odd, since 2 non-gender pokemon can breed with each other Ex.Ditto+Voltorb.
