Yes it can! And it does work pretty well. Sludge Bomb gains stab, but I would replace Psychic with another move. Any of the aforementioned sets are good.

Set I use for BF. Hasn't failed me yet. If you lead with it, its guaranteed to take out 2 out of 3 of your opponent's Pokemon.
