I'm fully aware of how to evolve a Tyrogue into Hitmontop (Attack has to equal defense), but with these Effort Values, natures that support one stat and deduct another, and whatnot, what's the easiest way of getting Hitmontop?

Use vitamins or a nature that doesn't affect either Attack or Defense. All of Tyrogue's base stats are at the same level, so if it's evolving into either Hitmonlee or Hitmonchan either you have a nature affecting one of your Attack or Defense, or you have bad IVs in the stat.

I thought IVs only affected stats at lv 100 and Hidden Power. Don't they?

One way is to get a nature that doesn't effect attack or defense.
For example a nature that lowers special attack and raises speed or
a nature that lowers special attack and raises special defense.

Its a quite a bore to a train a tyorgue to a hitmontop but heres a solution:
Save the game. Rare candy the baby to lvl20. Check its stats before it evolves. If they equal, you can immediately evolve it to hitmontop, but I suggest you shut the game off and train hitmontop again anything that does not give attack/defence Evs.
If the tyrogue has higher attack then defence, or anything for that matter, shut the game off, train it 4 effort points of what you lacked;meaning to say, if attack is lower, train it for 4 effort points in attack, vice versa. After those 4 effort points are gotten, rare candy the rest of the lvls. If they equal, shut the game off, train it again in 4 effort points of attack/defence, and train it against pokemon that do not give attack/defence, and there you go. If they do not equal yet again, obtain 4 effort points plus another 4 effort points. Repeat this procedure, adding 4 effort points every time it does not tally. You should get a tyrogue sooner or later.
