First of all, this wasn't stated, but you need to link your WFC ID first. Look around the site til you find that.
I've tried it, and it does work. But, sometimes due to glitches on the NWFC site, the "view more" page will be blank. Another glitch will make it so you see the "page not found" message every once in a while once you got it on your desktop.

First, you must do this with Mozilla Firefox and Windows 95 or higher (actually, you could do this with other broswers, but it's too much of a hassle to do it with them), if you do not have Mozilla FireFox, Click Here
Next, you need your license URL. To do this, go to NintendoWiFi.com, and enter the Metroid Prime Hunters Gaming Hub. Once the page is fully loaded, and you see your license on the page, click "View More" above the High Scores list. Now once the next page loads entirely scroll down to where you see the high scores amongst your friends and rivals. Click on your username from the list, and once your Hunter License appears, right-click it, and select "This Frame -> Show only this frame". Now on the next page that appears, you will only see your Hunter License. Select the URL of this page in the address bar, right-click it and select "Copy".
Now click on the "Start" menu, and select "Control Panel" (Windows ME and lower users: select Settings -> Control Panel). Open the "Display" control (Windows XP Users: You may need to switch to classic view settings, by clicking the link on the left). Now click on the "Desktop" tab and press the "Customize Desktop" button. Now, choose the "Web" tab, and the "New" button. Right-click the text box which is in the next window, and select "Paste". Click "Ok". Your license should now be on your desktop (if it's not, just keep following these steps, and if it is keep following these steps), but your not done yet.
Select the new item that has now appeared in your list and push the "Properties" button. Check the check box that says, "Make this page availible offline". Now, click the "Schedule" tab, and click the "Add" button. Now press "Ok" And now, click the schedule you have just created and click the "Edit" button. Go to "Syncronyzation Items" and make sure your license URL is checked, and now go to schedule, and change it to "At System Startup" (if you use dial-up, click "At Logon"). Click "Ok". Now go to your desktop and adjust the size and postition of your license to your liking (if you license is not there, you will need to restart your computer), and last right-click on any blank space on your desktop and click "Arrange Icons By -> Lock Web Items on Desktop".
And you have now added your Hunter License to your Desktop! If you need help, or do not understand some of the steps, send me a PM. And please include your Hunter License URL and screen shot of the error, if possible. To capture a screen shot, push the "Print Screen" button on your keyboard (it says "Print Scrn"), and go into Paint. Click "Edit -> Paste" Save it to your computer and upload the image.
