Hm...I'd remove Slam and Double Team...and add Thunder + Rain Dance (100% accuracy regardless for Thunder with that combo)...or something. If you have R/S/E, try to obtain a Light Ball by catching pikachu (slim chance, but worth it). If you cannot, might as well evolve it. Sadly, I'm not that much of a Pikachu user.
For training Pikachu, there are several possibilities. There are some trainers east of Vermillion city. Then there's the SS Anne, which might have trainers with suitable pokemon for training Pikachu.
Once you get onto route 12/13/14, there are some Bird pokemon trainers. Also, there's a house to get a super rod, which will allow you to catch some good water pokemon like Gyarados to train on.
There are more places, just go through the cities in the order in which they are accessible, and use Pikachu for any Bird/Water pokemon you encounter, either wild or trainer owned.

Get rid of Double Team and teach ith Rain Dance,Thunder and Thunderbolt. For the last move use whatever

I don't use Pikachu often but here goes
Did you E.V. Train it?? Frankly it's got a rubbish nature -Naughty (+Att -Sp.def, i think)
Well try giving it some speed if you haven't EV trained it. Give it the Macho Brace and bash up some Pidgey,rattata or Weedle.
As for it's move set - Try this
ThunderWave, Thunder (Lv.41),Rain Dance (TM) and QuickAttack or Hidden Power (if it's good - hope its Water)
