There's a fine line between an antagonistic rival and a villain, and I think a rival for Gou who acts similar to Shinji would be the perfect balance.

....how would that even work? Paul’s whoe deal was that he valued pragmatism and results above all else.

Like what’s the rival supposed to be? Someone who actually battles and weaken the pokemon with status effects first and only use ultraballs instead of just tossing pokeballs?

If rivals are supposed to harbor contrasting ideologies to that of the protagonist and Gou's aspiration is to catch 'em all, then surely his rival must want to liberate them all ! Going by that rationale the perfect rival for gou is ........ N?
