Remember when rumors were going around that Red Gyarados would have Drizzle because it said so on a Japanese forum?

When was that? I never heard about it.

Instead of adding unreasonable Pokemon to Karen's roster such as Skutank, why don't you rearrange it and use all of the Gen-2 Dark-types (whilst keeping the rematches in mind)? Karen can easily have a Sneasel, Murkrow, Umbreon, Houndoom and a Tyranitar. This would actually make her challenging and provide further challenge for the rematches as the Sneasel and Murkrow can evolve. Karen was WAY too easy for the last Elite Four member.

Clair I doubt that there will be two Dragonair, and I also doubt that she'll have a Gyarados since Lance will probably have one. I'd say replace one Dragonair with Arcanine, and Gyarados with Nidoqueen, Ampharos, Rhyhorn, Rhydon, or even Feraligatr. Pretty much any of those.

I remember when the Elite Four had pokemon starting from lvl 42 leading up to Lance's lvl 52 dragonite.that was on the old 2nd generation games.

the Elite Four on every generation are so much tougher than the G/S/C games.

But the E4 are so weak.

I like to have let say goals in the game. In every game all my pokes need to be level 30 by the 4th gym and it took forever in GSC

That's not really the reason why the levels were so low. Johto is roughly the same size as Kanto, they both have the same amount of Cities/Towns, while Johto has a tiny bit less routes. The main problem was that you could access Mahogany Town and Route 43 as soon as you had 4 badges, so they made the levels low like that so then anyone "accidentally" thinking that they should go east after defeating Morty wouldn't have too hard of a time.

I think what they should have done was have the east exit of Eckruteak City blocked off by security guards until you have 6 badges. That would easily allow Route 42 and 43 to have higher leveled Pokemon (around Lv25-30) rather than Lv15 Flaafy.
