You can catch level 7 Pidgeotto near Viridian, it is not hacked or all that things. But still, Pidgey under Lv. 10 is not a good thing to have in a gym...

Yeah, I'm actually doubting that Claire would have a Gyarados as well.
It's too bad that Will would rather use 2 Xatus instead of another Pokemon like Hypno or Espeon.
I think that the most unpredictable E4 Member would have to be Karen. In the previous games, only half of her team was dark. It could remain the same, but I just don't see Vileplume staying on her team.

EDIT:
19! That's totally uncool!

I'm guessing we'll be facing her right away, and then have lots of other events to level up our Pokemon. Like more underground stuff, and National Park trainers, and VS seeker, etc.
