Lugia shares the TID with some questionable Pokemon on Pokecheck, but it's legal from given info.

Charmander shares the TID with a known RNG abuser named Zari; however, there seems to be quite a few hacks created from his stuff (and you're right, it is an Emerald game).

This would be the Lapras you're talking about. It looks legal from what I can see of the page.

And finally, Shaymin looks legal.

OT is a well known RNGer, but all his DW starters were injected into the entralink by external means, not from the event, some people consider this legit while others don't. It's also publicly available on a certain *Poke*mon *check*ing site so it has little trade value.

I don't think there's any way to check if a code truly is unused without actually using the code.

They both look legal from the info given. If the OT LUIS has an ID of 46793, 09602, 22495, 37333, 46793, or 59623 then it matches other hacked pokemon, however.
