modest nature can be shiny with the correct id/sid match on 4th generation with a flawless spread, if i remember correctly looks legal to me :3 Its been awhile rnging on 4th gen..
Which is irrelevant since this appears to be egg-originated, whether or not the egg spreads are shiny do not depend upon the ID combination.

if its the event pokeball pattern vivillion shiny yeah its a hack but if its a non event vilvillion you should be alright
The Pokeball pattern is event only and cannot be bred. They were all level 12 and were never wild, could not be caught in Santalune Forest .
If it is Pokéball pattern then it's hacked.
All the details fit the non-event event patterns.

Took a quick glance at them, they look fine to me but someone please correct me if I'm wrong. Shiny Pokemon are hacked quite often, regardless of the fact that they have good/bad IVs. Usually they'll have good IVs though.

This same Mew has showed up here before, as PokeCheck was still active then and the Mew was there and was legal according to it's Legality Analysis (which is no longer available for viewing unfortunately).
