It's possible that the OT fed it a bunch of Calcium and Carbos prior to trading. Try entering its information into the IV calculator again, but put 100 for the Speed and Special Attack EVs and see what you get.

If it's caught in sinnoh, in a masterball, I'd say it was probably hacked. To the best of my knowledge the only way to get lucario in sinnoh is to hatch it from riley's egg. And I'd say the lugia is legit, as it's probably from soul silver.

Lugia looks fairly legit, but Lucario is hacked for sure. Riolu and Lucario can't be captured in Sinnoh. .-.

It's most likely hacked. All of Mat's Pokemon (with the exception of, ironically, Arceus) are usually hacked.

It's legit. As you said, the date can easily be manipulated, and the change in year isn't that strange.
