Happiness Question

When your pokemon is happy enough to evolve, what will the woman in Goldenrod say? I thought for sure it was "I get the feeling it really seems to trust you." I started a new game on Gold, and I traded over a egg that hatched into Eevee, and I'm trying to get it to evolve into Espeon at level 16 so it learns Confusion. When she said that, he didn't evolve. (luckily I saved right before)

Help please!

Weird, a few haircuts later, my Eevee still only "trusted me" and when I battled with it just for the heck of it without saving, it evolved into Espeon! I went back to the lady and she still said "It really trusts me" but when I tried earlier when she said that Eevee didn't evolve. I guess there are Happiness sub-levels as well. Now I have a level 16 Espeon that knows Confusion and Return, and I'm about to take on Whitney! This thread can be closed now.
