Tate & Liza. If you come behind on level, you're gonna have to have a lot of revives in handy.

Tate and Liza. One first Sapphire game, found them completely annoying, using Solarbeam on my Swampert!
Next was Winona. Had to teach my Kecleon Thunderbolt and train up an Electrode!

Their very hard to kill cause you need two pokemon and like polursine said, you need alot of revives.

In Ruby? None...

In Emerald? Tate & Liza. Their Team improved BADLY! Their Claydol of doom is VERY hard to defeat. If you don't play right or have something immune to Earthquake, you're going to regret it...

Well, the hardest was tate-lisa. I had a 50 lvl giraffarig, 43 lvl vileplume 45 lvl golduck and a 43 lvl blaziken. Guess what, only blaziken survived with 3 hp. (In emerald) Winona is next, since I had to train a golduck and teach it ice beam.

In ruby, none of them were particularly difficult, but in emerald, as someone else has said, Tate and Liza are damn hard, I got lucky on my 3rd or 4th try and my gardevoir traced claydol's levitate (before then it kept tracing the xatu) and then I imprisoned them, so they couldn't use half their moves, but still only just won!

emerald Tate-lisa was the hardest gym for me, only in the 12th time (yes, eleven times trying) I beat them.
at least I liked this, I started with torchic just to make the game harder, and it worked! also the gym trick (I don´t know how you call this) is many times better than the other, when we reach the final, we must step in the green thing, that is isolated! wow, this really annoys.

even now in the recalls they´re hard opponents, Juan recalls are also hard.

One time I picked treecko as my starter and when I got to mauville,after I had beaten all the trainers so far,I couldn't beat waatson! I had no where else to train and all my other pokemon were weak against him!

I think winona or Tate & Liza though!:)
 
Tate and Liza were easy,I just used my Sceptile - BAM.

Adan was a pain in the ass o_o

let me guess, it wasn´t in emerald, was it? yes, in ruby/sapphire, tate and liza were the same as a little rock in the jorney but in emerald they are a closed castle with water and aligators around it blocking your jorney

I found none of them to be all that frustrating but Tate & Liza are the hardest, winona is close though. On my emerald I beat both pretty easily, Tate & Liza's Solrock and Lunatone were taken care of by Sceptile, while sharpedo took care of Claydol and Golem took care of Xatu. Winona's fairly easy if you have a golem, just watch out for Tropius and Skarmory.

easily norman... the gyms raise about 3-4 levels... with no other bigger place to train with trainers. The desert i know lol

Tate and Liza were the hardest. Their Claydol trashed my guys around before my Gyrados finally took it out. By that time, only my Gyrados and Blaziken were still alive...

For my Ruby, definitely Tate and Liza. When I got their HP down, they would use a Hyper Potion... got me so mad...
On Emerald it probably would be Brawly. His Makuhita hit me hard. I voted for Tate and Liza, since they were harder.

Edit: When was this authorized? Did I become a Zephyr Trainer when I wasn't here? Anyway, Mudkip3 has entered the Johto Region! Zephyr Trainer!

Tate and Liza, I had to trade an umbreon from my coloseum to beat them.
