Has anyone noticed that pokemon caught in swarms have really weird movesets?

Has anyone noticed that pokemon caught in swarms have really weird movesets?

Seedot caught near Fortree have solarbeam, leech seed, frustration, and giga drain.
Male Skitty caught near rustboro only have tackle and tail whip but i think females have the moves they should have at that level.

*Im not sure about surskit or other "swarm" pokemon (if there are any others). I tried to look for other threads with this topic and couldn't find any, sorry if there are. And lastly, im not sure if this is only in emerald 'cause thats where i found these pokemon.

Yup, I caught a seedot during an outbreak at route 120 and it has solarbeam, leech seed, frustration and giga drain; and for surskits caught during outbreaks they have bubble and quick attack.

there have been a few like this i've seen.... but anyways
pokemon caught in outbreaks are like that cause that's what's special about them. if ur lucky enuf to get an outbreak they have special moves already learned.

Are wow, never knew that, thanks. Do most pokemon get outbreaks or just some common ones?

On Emerald, you can only get a Surskit without trading by an outbreak! And the few other swarm Pokemon are usually rare. *Are there any common swarm pokemon?

I didn´t know, just because I never got an outbreak in those 5 years... (the only one that I had it was from marills in GSC)

thats not entirely true about surskit, if you mix records youll get an outbreak, then they can appear randomly in the normal routes

Would that just be surskit or any pokemon at random?

just surskit,seem to remember talk of a flaw in the programming that made surskit available on emerald when it shouldnt be available, but mixing records somehow enables a surskit outbreak, which in turn means you can encounter surskit, even though the pokedex says area unknown

What are all the Pokemon that can have outbreaks on Emerald? And when will outbreaks start happening in the game? Because I can't find a Seedot anywhere!

I've never gotten an outbreak in R/S/E, but I got a lot in G/S/C.

I mixed records then got an outbreak on Nuzleaf on route 114. I caught about 30 of them, but all with the same movesets. So i guess it does not appeal on all outbreaks, or does it and is it very rare??

I'm having an outbreak of Seedot today at route 117. And I'm feeling lucky enough to find a shiny...
