To make it happen you first must have a complete understanding of your body’s internal chakras and synchronize the appropriate ones with the particular sign you're trying to perform. If you don't do it simultaneously nothing will happen. I suggest calling the technique out very loud, so your internal system gets an automatic warning and charges up quicker, thus increasing your chances of executing the correct jutsu. It takes a lot of practice.

Along with what BlueiKatana said, it also helps if you do it in front of a large crowd of people, which helps to gather your chakra.
