How do I get this attack on him? I saw that on the Pokedex it is supposed to have it before level 7, but it evolves at level 36. I don't get it. Can someone please help me? Thanks.

There is two ways to go about this, one GS/AR two, use the pomeg glitch. It might be a heriditary move.
