I have a whole lot of Q's about Pokémon Ruby Version:

1.) What Starter (;252; ;258; ;255;) should I Choose?
2.) Where do I get Cyndaquil ;155;?
3.) Where do I Get Aipom ;190;?
4.) How can I get the Pokérus?
5.) How can I Level Up a Magicarp into a Gyarados FAST?

omg people n00bs helping n00bs like blind leading blind...
Aipom
Mudkip is not Ground, but its EVOs are, so be careful with it against Electric Pokémon before evolving it. Treeko can kick its ***** to Hong Kong. Really, it's up to you. Mudkip does best early on in the game, Torchic in the middle, and Treeko by the end.
Cyndaquil
The Pokérus (Pokémon Virus)
Early in the game, leveling Magikarp to Gyrados is easiest by making it your 1st Pokémon then switching out instantly; it's useless before Lvl. 15. Afterwards the Exp. Share is fine for it. Jeez, it only evolves at Lvl. 20!

You shouldnt be using alot of smilies when words would suffice.
I suggest mudkip. Why? Cause sceptile sucks without those great egg moves.
Mudkip may be slow but the AI are slowcoaches. And when you get ice beam on the abandoned ship(some place later) your invincible since you kill your only weakness of grass.
You cant get cyndaquil in pokemon ruby since your restricted to your hoenn dex currently. Trade a pokemon from firered, and you get the national dex. If you want a cyndaquil that bad, finish pokedex on emerald and pick cyndaquil as a reward. Its the same for aipom. I believe it can be found in emeralds extended safari.
If you want to know what a Pokerus is, it is a beneficial virus that is very rare. It doubles your gain of Effort points from pokemon. I higly doubt you know about EV training. Correct me in your next post.
Seeing as you can only get magikarp by the 2th gym, just place it in front of trainers and return it to send out another and it will raise slowly. Mind that magikarp is 2nd to last in the most experience needed. It will be slow and boring, but when it evolves into gyarados...I dont envy its bad special attack and stupid move like bite which is a special attack based.

That's the way it is, Diljabar. (click here)

How come Aipom is so under-used? It's such an interesting Pokemon, it's a shame. Maybe if it was frequently used, it would lose it's status as "interesting".

They did answer the questions, you just didn't look hard enough. I'll answer them again.
2. You can't get it in Ruby, only in Emerald and XD.
3. You can't get it in Ruby, only in Emerald and Colloseum.
4. It's 100% random. Whenever you fight a wild Pokemon, there's a small chance you can get it.
5. Just keep raising it by training only that with wild Pokemon. If it only knows Splash, you need to train it by putting it first in your party, then switching it out first thing in battle.
Next time you have a question, check the main site first, it had the answers to all but 1 and 5.
