Is there any way of increasing the encounter rate of pokemon in Leaf Green?

Repels repel weak pokemon so this isnt the awnser but it does kinda work

Sweet scent makes it so u dont have to move

HELP ME!!!!!!!!!

Staryu ;120; get the illuminate ability, which increases encounter rates. This might just be in r/s/e/ though I dunno.
