Well, that depends on where you live. If you live in America, you got it through a coloseum pre-order disc or something. However, if you're one of us Brits (or one of those Ozzies), you can get it from a PAL copy of pokemon channel.

no, any ticket pokemon is counted to complete the dex.

well, I mean ticket as special way to catch´em the only exeptions are lugia and ho-oh.
in the excluded list there are: mew;celebi;jirachi and deoxys
