A dog in heat.
OK I beat the elite 4 the other day in FR however i had to use a Zapdos and a Mewtwo that I traded from my leaf green. Where is the best spot to train the following pokemon: (Any info regarding EV beneficial areas would be helpful too)

Squirtle LV. 6
Bulbasaur LV. 5
Aerodactyl Lv. 11
Tentacool Lv. 15
Shellder Lv. 5 (Bubble, nothing)
Charizard Lv. 48 (Flamethrower, Fly, Rock Slide, Slash)
-->Dragonair LV 46 (T-bolt, Surf, Hyper Beam, Dragon Rage)
Snorlax Lv. 47 (Brick Break, Return, Rest,
Lapras Lv. 46 (Surf, Ice Beam, Body Slam, Confuse Ray)
Exeggutor Lv. 40 (Sunny Day, Psychic, Solarbeam, Calm Mind)
Dratini Lv. 5 (Flamethrower, Thunderbolt, Surf, Rock Slide)

If you have Experience Share, go to either Ceurelean Cave or Island 6 (or 7). If you haven't been there yet, try Victory Road.

I would say victory road aswell,Try using the Vs seeker on islands 1-7 for good exp.points.If you don't have the exp.share you can get it from vermillion pokemon centre,the girl with blue hair will give it to you.

Minor correction: You get the VS Seeker from the girl in the Vermillion Pokemon Center. You get Ex. Share from one of Professor Oak's aides when you catch a certain number of Pokemon (either 40 or 50, don't remember which).

I can't think where you can get Sp Atk EVs right now, but you can get Sp Def EVs from Tentacool and Tentacruel, so just surf anywhere. >.>

the best place for sp. att. is lavender town for gastly(1 point) and haunter(2)

I trained my lv15 Heracross up to 77.put it first in the pokemon league and switch it out as soon as the battle starts

Perhaps houndoomsday typod and its really a lv 46 Dragonair. ITs impossible to get a lv 46 dragonite unless he used a C**** D*****.

Another good place is the patch of grass just south of Pallet town that yields nothing but Tangela. I like it because although they are only around level 22 or so, they can give like 500 exp points each! Good for weaker flying/ice/fire types. Also, try using the vs.seeker on the area of fighting type users on one island. Time it right, and you can get in all 4 at the same time!
Finally, check out seven island, outside the chansey house with the two cooltrainers. mucho points!
good luck, and incidentally, my team was only level 61 when i beat the e4 the second time.
As far as evs, get the macho brace. its in the Viridian Gym- stand on the exact spot where Giovanni was, and use the itemfinder (similarly, get leftovers from the two spots where snorlax once slept).
Don't assume that your pokemon have to be lots of levels higher than the e4. The first time I beat it, my pokemon were only at lvl. 46! It just takes good movesets, a balanced team with many types, and a LOT of lemondae (yes, lemonade. best value in the game.)

Lost Cave on 5 Island. There's level 40 to 50 ghastly and haunters. There's also golbats for speed training. Also, Resort Gorgeous has a lot of trainers for good exp.

Why's it such a surprise that he has a level 46 dragonair?

The poster of the thread claimed he had a level 46 dragonite. Again it musta been a typo.

EV Training Spots:
HP-Island 3(the grass where there are only Dunsparce)
Atk-Mt. Moon(the area filled with Paras)
Def-south of Pallet Town(the grass with only Tangela)
Spd-Diglett's Cave
Sp. Atk-Pokemon Tower(Gastly and Haunter)
Sp. Def-Surf anywhere(Tentacool and Tentacruel only!)

Well I Use Exp Share And Versus Seeker On The 2 Trainers Buy The Chansey Dancers On Island 7 At The End Of Sevault Canyon
