Help with Elite 4

Did you go inside the ice cave in isle 4 & battled the rockets with Lorelei ?
To be honest I just took the game version of a friend because he got stuck at this moment and I shall figure out, how the game goes on. 
Well, the ice cave is empty, so I guess it's already completed.
A problem could be that my friend used a cheating device for duplicating items, 999999 money, and all Pokedex entries.
Uhm... when the machine is repaired... what does it say? It says something like "connection level 1. connection to Kanto enabled" (I'm playing German version)

Ah, there's your problem.
A common result of cheating for a full 'Dex is that Lorelei will disappear, though this will usually happen if you cheat for the National Dex BEFORE beating the Elite Four for the first time. The game will think it's farther along than it is, and so it will have Lorelei be in Icefall Cave, even though you can't get to that Island until after beating the E4.
I would assume a similar thing could happen if you cheat AFTER rescuing Lorelei from Icefall Cave, since you can't complete the Network Machine unless you've rescued her, but I have no idea. I do know that cheating can do odd things to your game, so more than likely that's your friend's problem.

Well, I don't appreciate cheating at all, so I know why I don't like it (since several old game saves crashed due to it...)
Well... if the machine is at level 1 there will be no way to trade, right...?
Seems that I have to restart the save game and loose all Pokis if I don't find someone with FR/LG to trade with.

If it says "connection to Kanto enabled" that SHOULD mean that you CAN trade with FR/LG now. The only problem appears to be that you can't ever battle the E4 again, but that's it.
