help with EVs

i'm a little confused about how effort points work.
I read the guide on the site, and it says there's a maximum for each stat, does that mean i can max out each stat with effort values, and that i when i get an effort ribbon, that means that all my stats have the max effort points?

when you get the effort ribbon, it means that you've reached the EV cap (510). you can only max out two stats, and put 4 EVs in a third, before hitting the cap and running out of EVs..
