Help with Manectric Moveset

I need the utmost help in refining my Manectric's moveset. Heres what I have right now(yeah, I know it sucks)

Manectric@Lucky Egg(using for level up right now)
Naive Nature
- Spark(Keep this maybe?)
- Thunder(Egg Move, I know to replace this with something since the accuracy is bad, just don't know what)
- Thunderbolt(Egg Move, keep)
- Shock Wave(Egg Move, should prolly drop)

I'll assume you can't get Hidden Power easily.

Timid/Naive if it really has to be.
EVs: 228 HP / 180 Spd / 100 SA
- Thunderbolt
- Flamethrower
- Substitute
- Thunder Wave

This gives 4 STosses with lefties, enough Speed to outrun standard Starmie, and 284 SA. If you think you need more in SA, take some EVs from HP and bump it to ~300.

Petaya could go on Raito Light's set to give it that pinch boost.

eh, I don't see the point of 338 HP, Blissey is going to eat you alive anyways and I can't really think of anything else that uses Seismic Toss. using that much HP detracts from Manectrics usefulness.

Maybe ~304-320 for max leftovers?

I always liked HP EVs to give Pokemon durability.

Manectric has hardly any durability though :/ it's really just hit and run.
