That's the fake Diamond that came out a few years ago. It's a hack of another game: Telefang. Nintendo/Game Freak have nothing to do with it. It's also illegal since it has the Pokémon trademark in it.

It's a fake game that was released just after GSC. It was actually a different game masquerading as Pokemon and you couldn't get it retail.
