Hidden Power worth it?

I just finished purifying the last of my Pokemon in XD tonight. After being slightly bummed out by most of my Pokemon's natures, I was very happy to find out that my Zapdos has a Modest nature (-Attack, +Special Attack). I was even happier when I discovered that Hidden Power on this Zapdos has an Ice element to it. I just have to train this Zapdos now, and I was thinking of going with one of the following movesets, to take advantage of one of the XD-specific moves:

Set 1:
Metal Sound
Thunderbolt
Roar
Hidden Power [Ice]

Set 2:
Baton Pass
Thunderbolt
Substitute / Agility
Substitute / Agility / Hidden Power [Ice]

Before I begin training this Zapdos, though, I have a couple of questions that I'd like some opinions on...

1.) My main concern is that this guy's Hidden Power has a power of 56 out of the move's possible 70. Is Hidden Power still worth having if it's not at a power of 70?

2.) If I were to go with the 2nd set that I was thinking of, I can't decide which 2 moves to pick from the 3 listed in the final move slots. They'd all have their uses, and I'm horrible at making tough decisions. What are other peoples' opinions on what moves might be best to go with?

1) I think so. The Hidden Power happens to be used to cover stuff like Ground types who you can't touch, so 56*2=112. It should still be fine IMO.
2) It depends on what you need

Hidden Power is fine.

It is better than extrasensory or drill peck.

yeah, it's good even with 56 power. HP's a situational move, so you'll pretty much only use it when it'll be Super Effective, making its effective base power 112 like AirLock said.
