If you´re luck to get a flying hidden power with base 70 Power on a Gyrados, or grass/ice for Jolteon, it´ll turn their best attack... Hidden power exists make a pokémon learn every type of attacks, but just one at pokémon.

If you are lucky enough to get the right type and highest power hidden power can be a GREAT attack.
It works especially well on pokemon needing to counter certain types that it normally couldn't counter... or to gain a more powerful move of its own type (for STAB) that it can... like forretress with HP:bug... since it doesn't learn very good bug attacks.

why Jolteon need grass/ice, isn't water better??
when rain coming, boost water type attack,
and thunder will be 100%accu.;026;

Jolteon is weak to ground right...... grass and ice are both strong against ground types.

woo i got my Hariyama to have a ghost type hidden power,no more no effect u ghost types,MWAHAHAHHA

HP Ice > HP Water on most electric-types, because water is also NVE against grass and dragon, whereas Ice is SE on both.
 
Registeel, one of the best tanks in the game, needs HP steel. A gyrados needs a flying move, but it can't learn aerial ace or fly.

HP is quite confusing, but if used properly it can wipe out a lot of pokemon, it works especially well for pokemon with limited movepools.
