What are 2 best pokemon(S) that aren't legendarys and can learn all 7 HMs...?

I don't know a guy who can learn all 8 but Lombre can learn 6 poss. HMs

Yeah...They can get all HM's except Cut and Fly. Unless Ludicolo has magical flying abilities in certain games. Hmmm...

If you have access to R/S/E, then Tropius, along with Tentacruel, can learn all 8 HM's.

Within just FR/LG though, use Tentacruel (Surf, Cut, Waterfall, Dive) and Aerodactyl (Rock Smash, Strength, Fly). All except for Flash. Or, you could use Slowbro (Surf, Strength, Rock Smash, Flash) and Farfetch'd (Cut, Fly). All except for Waterfall. Unfortunately, in FR/LG alone and before the Elite 4, there aren't two Pokemon who can learn all 7 HM's.

EDIT: Actually, there is. Starmie can learn Surf, Waterfall, Dive, and Flash, and Aerodactyl can learn Fly, Rock Smash, and Strength.

I always make marril my Hm slave, because he can learn surf, waterfall, dive, strength, and rock smash, and those are really the only HMs you really need throughout the whole game, and since dive is only used once (or twice), I just make it forget it when I am done using it and teach it waterfall. However, I always make the water type pokemon of my team learn surf (because it is awesome).

this is the FRLG forums.. So dive wont ever be needed...unless thers somewhere in FRLG where u can dive? as far as i know ther isnt

No, you can't use Dive... I tried the Walk Through Walls code, and tried to Dive in the deep area outside the rocks in the ocean, but no luck.

sharpedo can learn 5 Ludicolo is oright but if yu want a hm slave fast in the game i'd say get Tentacool

Why is everyone mentioning R/S/E Pokemon? This is FR/LG!
Like Icosahedron said, use Starmie/Staryu and Aerodactyl, as they cover all of the HM's. Before the Elite Four too.

i have a slakoth with strenght, rock smash, cut and dig(not actually a HM but is pretty handy to exit caves and stuff)
