Lugia. Not for it's type advantage over Lugia, but I like it's defences and Aeroblast is nice as well.

I utterly loathe Lugia. Seriously, I could write an essay on how much I hate the thing. But the hate is severly amplified when I hear about it all the damn time. Unfortuately, as much as I love Ho Oh and as much as its a first rate 00ber, Lugia is better in battle. I'll vote Ho Oh though out of spite

Personally I put Ho-oh because i never actually played Lugia in my GSC games. Im sure Lugia is good to... but Ho-oh is more fun to get to

I like Lugia better, as it's a dragon, and in GSC, it stops Tentacruel, Charizard and Marowak easily. It also owns Ho-oh easily with Hidden Power [Rock]
