the TM for EQ is in Relic Castle for B/W, and is in Route 15 for B/W 2.
Since the one in B/W 2 is really easy to find, I guess this is in B/W. You need to explore the maze-like basement area until you find another room that has a stair leading upwards. You'll eventually reach the item ball that was previously unreachable because it is blocked by a ledge. That item ball contains TM24 Earthquake.
