Well, you have to remember that the "anime style" was lifted from early American cartoons like Disney and Betty Boop.

Well, the current "animation" that we see from Japan was influenced by Osamu Tezuka, who was in turn influenced by Walt Disney, who in turn stole from... uhh, somebody, but yeah, that's how it goes. Interesting find, either way.

For some reason I doubt that the fansubbing community would try to sub something like that. Too many anime fans nowadays don't even respect the old school anime, and this is about as old school as you can get right here.
