How can you get a missingno in emerald??

I am confused.
Can somebody tell me what I am supposed to do to get a missingno??

I remember someone saying that he got it in Mt. Pyre. It's shiny w/ the ?? sprite, right? If so, that's the one. As far as I know, 2 people got it...
